effect; and further provided, that this Act shall
not go into effect until there shall be two hundred
thousand dollars bona fide subscribed, and one
hundred thousand dollars paid to the said com-
pany on said subscriptions. |

Sec. 2. And be it enacted. That this Act shall
take effect from the date of its passage, and the
General Assembly reserves the right to amend,
modify or repeal this amendatory Act and the Act |
Reservation. |
to which this Act is amendatory, at pleasure. |

AN ACT to repeal the thirty-seventh, thirty-
eighth, thirty-ninth and fortieth sections of Ar-
ticle fifty-six of the Code ' of Public General
Laws, entitled, " Licenses," and to re-enact
same with amendments. |

SECTION 1. Be it enacted by the General Assem.
bly of Maryland, That section thirty-seven, thirty-
eight, thirty-nine and forty of Article fifty-six of
the Code of Public General Laws, entitled, " Li-
censes,'' be and the same are hereby repealed, and
the following sections enacted in lieu thereof. |

non-residents. |
37. No person not being a permanent resident
of the State of Maryland shall sell, offer for sale
or expose to sale within the limits of the city of
Baltimore any goods, wares or merchandise what-
soever other than agricultural products and arti-
cles manufactured in private families within the
limits of the State, either by sample, card or other
specimen, or by written or printed trade list or
catalogue, or by any representation or description
verbal, written or printed of such goods, wares or
merchandise, whether such person be the maker or .
manufacturer thereof or not, without first obtain-
ing a license so to do, |
