Mr. Vickers submitted the following amendment:
And that the said forfeiture shall not in any manner be
impaired or affected by any contract which the said company
may make with the United States, or its agents or officers for
the transportation and conveyance over the said road of pas-
sengers, troops, government supplies, mails, freights and prop-
erty of any kind, but that the said forfeitnre shall have full
effect and opperation notwithstanding the Act of Congress
passed on or about the fifteenth day of June, in the year
1866, chapter 124 entitled, "an Act to facilitate commercial,
postal and military communication among the several States,"
and that any contract that may be made by the said company
with the United States, its agents or officers, shall be subject
to the operation of the conditions and provisions of this
Act;
Which was read and adopted.
Mr. Davis of Washington, submmitted the following
amendment:
Amendment, (additional section.) And be it enacted, That
so soon as the said company shall begin to receive pay for the
tansportation of passengers on said road, between the cities
of Washington and Baltimore, one fifth of all the receipts
derived from that source shall annually be paid to the Treas-
urer of Maryland, to be credited to the general fund of the
State.
Mr. Vickers submitted the following as a substitute for the
amendment of Mr. Davis of Washington:
Section 3. And be it enacted, That the President and Di-
rectors of the Baltimore and Potomac Rail Road Company,
shall furnish semi-annually the Treasurer of Maryland, an
account of the aggregate number of passengers that may be
carried over the said railroad between Washington and Bal-
timore, and the aggregate and average price that may be re-
ceived from such passengers, and that if the main stem of
the Baltimore Potomac Rail Road, from Baltimore city to the
Potomac River shall not be completed and put in running order
by the time limited in the charter for the completion of the
same, that the said Baltimore and Potomac Rail Road Com-
pany shall pay to the State of Maryland and into its' Treas-
ury one fifth of the amount that may have been received by
the said company for carrying passengers between Baltimore
city and Washington; that on the failure of the said com-
pany to complete the said main stem of road to the Potomac,
as required by law, the said company shall thereafter pay to
