point an assessor who shall under oath value and
assess the property in said town, in the same man-
ner and with like authority as county assessors,
proceed to assess in the county.

Appeals.

Sec. 12. Be it enacted. That if any owner of
property assessed in said town shall feel aggrieved
by the assessment made by said assessor, lie may
appeal to the said President and Commissioners,
who may make such deductions therein, as to them
may seem just and reasonable.

Bailiff.

Sec. 13. Belt enacted. That the said Commis-
sioners or a majority of them, may annually ap-
point an active and discreet person to be Bailiff,
Constable and Collector within the limits of said
town, who, before he shall proceed to the execu-
tion of his office, shall take an oath before a Jus-
tice of the Peace for said county, that he will faith-
fully and impartially perform the duties required
of him as Bailiff and Collector within the limits of
said town without favor, affection or partiality ac-
cording to the best of his skill and judgment, and
shall also give Bond in the same manner and in
the same penalties as the several Constables of
said county.

In case of re-
fusal.

- Sec. 14. Be it enacted, That if any person shall
refuse or neglect to pay any tax, fine or forfeiture,
imposed or inflicted by said Corporation, the Com-
missioners may collect the same by distress, as
county charges are collected.

May open
streets,, &<:.

Sec. 15. Be it enacted, That the said President
and Commissioners shall have power to establish
the limits, width, and grades of the streets, lanes
and alleys of the said town, and to remove all ob-
structions therefrom, and to open new streets, lanes
and alleys therein, and if they cannot agree with
the owner of the land necessary for that purpose,
or if such owner be incompetent to contract, then
such land may be condemned, in the manner here-
in prescribed for condemning streets in the town
of Elkton.

Assessment
for damages.

Sec. 16. Be it enacted, That the President and
Commissioners shall have power to provide for the
payment of the damages and expenses of opening,
dividing, laying out and grading streets, lanes
and alleys in said town, by levying and assessing
