required to give bond and security approved by
the said Commissioners for the discharge of his
duties as constables are now by law required to do. |
Commission-
ers to levy
taxes. |
Sec. 110. And be it enacted. The Commissioners
may levy a tax for the expenses of the corporation
upon the taxable property within the town limits,
and the bailiff shall collect the same and shall
have power to distrain for the same in the same
manner as collectors of county and State taxes now
do, subject to such regulations as the Commis-
sioners of said town may make in relation thereto. |
President to
be elected. |
Sec. 111. And be it enacted. The Commissioners
at their first meeting shall elect a president, who
shall preside over the deliberations of the body at
all its meetings when he shall be present, and in
his absence the board shall appoint a temporary
chairman. |
Assessors to
be appointed. |
Sec. 112. And be it enacted, The Commissioners
aforesaid, before any levy shall be made, shall
appoint three assessors to ascertain the value of
the property within the town limits, who shall
return the same to said town Commissioners, for
record in their proceedings, which shall be the
basis of taxation, and the Commissioners shall
have power to add to and amend the same annu-
ally before making such levy. |
Offenders—
how tried. |
Sec. 113. And be it enacted. All offenders against
any of the ordinances of the said Commissioners
for the regulation of the town shall be tried before
a Justice of the Peace of Princess Anne District of
Somerset County, who may fine the offender, if
guilty, a sum not exceeding twenty dollars, and
may commit the party till the fine shall be paid,
or the fine may be recovered as small debts are now
recoverable, in the name of said Commissioners,
and the said fine shall be paid to the town Com-
missioners for the use of said corporation. But
the said town Commissioners shall have power, on
cause shown, to remit said fine. |
Limits of the
Town. |
Sec. 114. And be it enacted, That the limits of
said town of Princess Anne shall be the same as
that laid down and described by Levin Handy,
Littleton Long, Sr., and Nathaniel Dixon, Jr.,
by virtue of a commission issued by the County
