of the friendly care which they would receive at
their homes; and whereas, there is no public hos-
pital for the reception of and medical and surgical
care of such cases free of charge.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the corporators of the Wash-
ington University of Baltimore are hereby author-
ized to establish in connection with said University
and under the control and management of the
Medical Faculty thereof an hospital to be styled
the Maryland Free Hospital, and to acquire and
hold all lands necessary for that purpose.

Sec. 2. And be it enacted. That the said Fac-
ulty shall erect or provide a suitable building
for said purpose, and provide and maintain therein
a sufficient number of beds for the free use of such
persons as may require and apply for medical or
surgical aid, and furnish all medical and surgical
appliances and medicines which they may require
free of charge.

Sec. 3. And be it enacted, That the said Faculty
shall furnish without charge medical and surgical
advice and aid to all indigent such who may
apply at said hospital for the same.

Sec. 4. And be it enacted. That it shall be the
duty of the Governor of this State, upon applica-
tion of the Faculty of said University, to appoint
three competent citizens of this State, whose duty
it shall be to inspect the buildings and accommo-
dations in the Hospital as required in the preced-
ing sections, and if upon said inspection the said
inspectors, or a majority of them, shall find the
requirements of the preceding sections have been
fully complied with, then they, or a majority of
them, shall report to the next General Assembly
the amount of appropriation necessary to main-

tain said hospital; provided moreover, that noth-
ing herein contained shall be construed as an obli-
gation upon the State to appropriate any sum of
money for the support of said hospital, unless it
shall hereafter seem expedient to the Legislature
so to do.

Sec. 5. And be it enacted, That this Act shall
take effect from the date of its passage.
