missioner is hereby authorized and required to ex-
amine, under oath, the said claimants, or any of
them, or any other person or persons whom he
may see fit to examine touching the correctness of
the said claims or any of them, and also as to any
moneys which the said claimants or any of them
may have earned at any other business or occupa-
tion, from the twenty-seventh of June, eighteen
hundred and sixty-one, to the eighteenth of Febru-
ary, eighteen hundred and sixty-two, which said
amounts, so ascertained, shall be regarded and
treated as credits upon said claims respectively,
even to the extinguishment thereof, if sufficient
therefor; subject to such deductions and to all pay-
ments on account, which the paid Commissioner
shall find to have been made to the said claimants
respectively by the board of police aforesaid; the
said Commissioner shall allow to the said claim-
ants their full pay as officers and men respectively,
under the Act of eighteen hundred and sixty,
chapter seven, to the same extent and effect as if
they had continued in active service, as such, down
to the eighteenth day of February, eighteen hun-
dred and sixty-two.

Certificate
to be issued to
claimants.

Sec. 3. And be it enacted, That when and as soon
as the said Commissioner shall have ascertained and
determined as aforesaid, the amount due and pay-
able to any such claimant, he shall thereupon
forthwith issue to the claimant a certificate, that
the Mayor and City Council of Baltimore are in-
debted to the said claimant in the just and full
sum of money so ascertained and determined, to-
gether with legal interest thereon from the eigh-
teenth day of February, eighteen hundred and
sixty-two, until paid; which certificate, under the
hand and seal of the said Commissioner, shall en-
title the party to whom it may be issued, his
proper representatives, attorney or assigns, to de-
mand and receive payment of the amount thereof,
with said interest, from the Register of the city of
Baltimore on presentation thereof (which payment
the said Register is hereby authorized and directed
on such presentation forthwith to make) and shall
constitute a liability, to the amount thereof with
interest aforesaid, of the Mayor and City Council
