Act of eighteen hundred and sixty, chapter seven,
was forcibly displaced by the authority of the
Government of the United States, on or about the
twenty-seventh day of June, eighteen hundred and
sixty-one, and the entire police force under the
control of the said board disbanded; and whereas,
the Court of Appeals has determined that the
"powers and rights" of the said board, "under
the organization, were still preserved," notwith-
standing such forcible displacement, until the
twelfth day of February, eighteen hundred and
sixty-two, when the Act of eighteen hundred and
sixty-two, chapter one hundred and thirty-one,
was passed and took effect to the contrary; and
whereas, the men aforesaid duly appointed and
qualified, were entitled to hold their places respec-
tively for the term of five years, "subject only to
removal for cause, after hearing of the board," as
appears by the sixth section of the act of eighteen
hundred and sixty, chapter seven, and the officers
duly chosen from among them were entitled to con-
tinue iii their said offices until removed by the
board; by reason of all of which the said officers
and men) in the absence of any action of the board
to the contrary, continued entitled to their offices
and pay down to the twelfth day of February,
eighteen hundred and sixty-two, under the ruling
aforesaid of the Court of Appeals; now therefore, |

SECTION 1. Be it enacted by the General Assembly
of Maryland, That Edward D. Kemp be and he is
hereby appointed a Commissioner to receive and
audit all claims and demands for arrearages of
pay, which shall be presented to him on or before
the first Monday of May, eighteen hundred and
sixty-seven, by or on behalf of any and all the
officers and men constituting the police force of
the city of Baltimore, on the twenty-seventh day
of June, eighteen hundred and sixty-one, as or-
ganized and controlled by the board of police of
Baltimore, created by the Act of eighteen hundred
and sixty, chapter seven. |

Sec. 2. Be it enacted, That each and every claim
so presented shall lie verified by the oath or affir-
mation of the claimants, or his representative, if
deceased, or some other person in his behalf, if lie
