concerning the designs and interest thereof for the
benefit, benevolent succor and relief of distressed
persons, and for the attainment of other equally
landable objects, but nothing herein contained
shall be construed to confer any banking privil-
eges. |

Reservation |
Sec. 4. And be it enacted, That the General
Assembly reserves to itself the right to change,
alter, amend or repeal this Act at pleasure. |
