time be deemed necessary to accomplish the pur-
poses aforesaid, which tax shall be collected and
paid to the President and Commissioners, by the
collector by them appointed, who shall have the
same power to destrain therefor, as the collector
of the public county assessment has to destrain for

the same; provided, said tax shall not exceed
twenty-five cents on the one hundred dollars of
the taxable property of said town, for any one
year; and the said President and Commissioners
shall fix the term of office, amount of bond, com-
pensation of such collector.

Bailiff to be
appointed.

Sec. 11. And be it enacted. That the said Com-
missioners or a majority of them, shall have full
power and authority annually to appoint a bailiff,
whose duty it shall be to preserve the peace and
good order of said town, and to perform such other
duties as may be assigned him by said Commis-
sioners or a majority of them; and for this purpose
he is hereby vested with the same power and au-
thority as any constable may now have under the
laws of this State.

Power to lay
out, straighten
and widen
streets.

Sec. 12. And be it enacted, That said Commis-
sioners or a majority of them, shall have full pow-
er and authority to straighten and widen old
streets, and to lay out and grade new ones, when
in their discretion the same may be necessary; and
they shall have full power to provide for the pay-
ment of damages and expenses incurred by widen-
ing or opening the streets aforesaid, by levying an
assessment upon the whole of the assessable prop-
erty of said town, or upon the property of persons
benefited thereby.

vileges prohib-
ited.

Sec. 13. And be it enacted. That nothing herein
contained shall be so construed as to authorize the
corporation hereby created to issue any device, to-
ken, note, certificate or evidence of debt to be used
as currency; and the General Assembly reserves
the right to amend or repeal tins charter when the
same shall be deemed advisable.

Repealed.

Sec. 14. And be it enacted. That all acts or parts
af acts inconsistent with the provisions of this act,
be and the same are hereby repealed.

In force.

Sec. 15. And be it enacted. That this Act shall
take effect from the date of its passage.
