election to fill the vacancy on. ten days notice
thereof being given by the Commissioners, shall
be held, at which all persons qualified as is speci-
fied in the second section of this Act, shall be en-
titled to vote.

Sec. 7. And be it enacted. That said Commis-
sioners or a majority of them, shall have power to
appoint a clerk and assign his duties, and allow
him such. compensation for his services as they
may think proper, and that all ordinances passed
by said Commissioners or a majority of them, shall
by their clerk be entered in a book to be kept by
him for the purpose, and shall be open at all times
for the inspection of any person interested.

Sec. 8. And be it enacted, That all fines and for-
feitures under the ordinances of the said corpora-
tion, shall be recoverable as small debts are re-
coverable, out of Court, before any Justice of the
Peace.

Sec. 9. And be it enacted, That the limits of
said town shall be defined as beginning at a bridge
at the head of Church Creek river on Loom Town
road, thence running and binding the aforesaid
river to Capt. Richard Linthicum's wharf; thence
from said wharf, running by a straight line to the
mouth of William T. Richardson's lane, on the
road leading from Church Creek to Cambridge,
thence from the mouth of said lane by a straight
line to a barn belonging to Capt. Levin S. Fooks,
on the road leading from Church Creek to the
Black Water Bridge, and thence from the said
barn by a straight line to the place of beginning.

Sec. 10. And be it enacted, That the said Com-
missioners or a majority of them, shall have full
power to make all such by-laws, regulations and
ordinances, not inconsistent with the laws and
Constitution of this State, as from time to time
they may deem wise, equitable and expedient for
the comfort, health, convenience and prosperity of
said town and its inhabitants, for the prevention
or removal of nuisances, preservation of health
and suppression of vice and immorality within the
limits of the said town; and shall have power to
lay an equal tax on the property within said
limits, to such an amount as may from time to
