Which was read the first time.
Mr. Bowie, from the Committee on Executive nominations,
submitted the following report:
The committee on executive nominations, to whom was re-
ferred the memorial of several hundred citizens of Montgomery
Frederick, Howard and Carroll counties, praying that as those
counties produce a different quality of tobacco from the other
tobacco growing counties of the State, a Tobacco Inspector
should be selected specially from one of those counties, beg
leave respectfully to report that they have given the subject
the consideration its importance and the character of the sign-
ers to the memorial demand, and that they accorded a hear-
ing to the honorable Senator from Montgomery, who urged
the prayer of the memorialists with his characteristic earnest-
ness and ability.
The committee having carefully considered the whole sub-
ject, report that it is inexpedient at this time to take any ac-
tion in the matter.
The Constitution requires that "all civil officers appointed
by the Governor and Senate shall be nominated to the Sen-
ate within fifty days from the commencement of each regular
session of the General Assembly," and the nomination of the
Tobacco Inspectors having been made, and the required fif-
ty days having expired before the prayer of the memorialists
was made to the Senate, it is not competent for the Executive
to withdraw any one of these nominations to appoint another
in its stead from one of these four counties.
In view of the largely decreased production of tobacco since
the war, the committee cannot favor now the appointment of
an additional Inspector to be taken from these counties, as
the five Inspectors authorized by law have been found suffi-
cient to inspect the crop when much larger than at present.
The committee further report that they are informed, and
believe that most, if not all, of the tobacco produced in these
counties is inspected by the Inspector appointed from Balti-
timore city, who has been in the warehouse a sufficient time
to become familiar with the variety and qualities of this to-
bacco, and who, having been re-appointed, will be able
properly to inspect and sample the tobacco produced in up-
per Maryland.
The commmitte ask to be discharged from further consid-
eration of the subject.
