Sec. 21. And be it, enacted, That all assessments
made under any ordinance passed by said Corpor-
ation, shall be chargeable with the taxes levied for
the use of the Corporation, and the Mayor and
Common Council may provide by ordinance for the
increase or abatement of any erroneous assess-
ment.

Abatement of
errors,

Sec. 22. And be it enacted. That the Mayor and
Common Council may provide by ordinance, for
the appointment of one or more Collectors of tax,
may prescribe their duties, the character and
amount of bond which such Collectors shall give
for the faithful performance of their duty; and
may provide for the prompt payment of the tax
herein authorized to be levied; and to enforce by
distress or otherwise the payment of the same as
may be fixed by ordinance for the payment thereof.

Sec. 23. And be it enacted. That they may levy
a tax on the property assessed in said city, not ex-
ceeding ten cents in every hundred dollars of the
assessed value thereof.

Sec. 24. And be it enacted, That the Mayor and
Common Council shall annually elect by joint bal-
lot, a Register of said city, and shall fix and as-
certain his duties and compensation by ordinance.

Sec. 25. And be it enacted. That the Mayor may
call upon any officer of the city entrusted with the
receipt and expenditure of public money, for a
statement of ins accounts, as often as he, or the
Corporation may conceive it necessary.

Sec. 26. And be it enacted, That he shall see
that the ordinances are duly and faithfully execu-
ted, and shall report annually to the Corporation
during the first five days of their Session, the gen-
eral state of the city, with an accurate account of
the money received and expended.

Sec. 27. And be it enacted, That the Mayor and
City Council, shall by ordinance appoint the local
Constable of the Second Election District of How-
ard county, and the First Election District of Bal-
timore county, as the police of said city, and that
they shall hive the further power to appoint such
other independent police as they shall deem pro-
per, not exceeding three, and all the said police-
