Authority to
build Markets. |
Sec. 15. And be it enacted. That the Mayor and
City Council, may., if in their judgment the inter-
est of the city shall so require, provide by ordinance
for the erection of all such buildings as shall be by
them deemed necessary for City Markets, and that
they shall have full power, by ordinance to estab-
lish, regulate and control such said market or
markets, and shall provide by ordinance such rules
and regulations in regard to fending of marketing
within the limits of said Corporation as they may
deem proper. |
May grade
streets, &c. |
Sec. 16. And be it enacted, That they may grade
and pave streets, and lay flag stones across the
same, and require the owners of lots, in front of
which such grading and paving is to be done, to
do the same at their own expense. |
In case of ne-
glect to pave. |
Sec. 17. An be it enacted, That if any owner of
a lot shall neglect to pave the same, for the space
of two months after notice has been given by the
Mayor, the City Council may direct the Mayor to
cause the same to be done, and the expense thereof
shall be a lien on such lot, and may be recovered
as other debts of like amount. |
Property to
be assessed. |
Sec. 18. And be it enacted, That the Mayor and
Common Council may, whenever they think the
public interests may require it, cause an assessment
of all the property in said city liable or subject to
assessment for county or State faxes, and they may
prescribe the manner in winch such assessment
shall be made, and provided for adjusting all dif-
ferences in relation to such assessment, and do all
other things necessary for making such assess-
ment. |
Basis of tax-
ation. |
Sec. 19. And be it enacted. That the assessment
of the taxable property within the limits of the
city as made by the assessors of Howard and Bal-
timore counties, shall be the basis of taxation, until
the Mayor and Common Council shall determine
and perfect a city assessment as provided for in the
last preceding Section. |
Appointment
and compensa-
tion of officers. |
Sec. 20. And be it enacted, That the Mayor and
Common Council may pass ordinances for the ap-
pointment of one or more assessors, to prescribe
their duties, and provide a suitable compensation
for them. |
