men so appointed shall have all the powers of Con-
stables within the limits of said Corporation, and
shall be compensated for their services as the Mayor
and City Council may determine by ordinance.

Liable to be
taxed.

Sec. 28. And be it enacted, That the Mayor and
Common Council may pass all ordinances neces-
sary to regulate or prevent swine going at large,
to tax, regulate restrain) or prevent the going at
large of dogs, and to provide for killing the same
in default of payment of such tax.

Fines and
Penalties,

Sec. 29. And be it enacted, That they may pass
all ordinances necessary for the good government
and police of the city, and enforce the observance
of such ordinances by fines and penalties, not ex-
ceeding twenty dollars.

In case of a
tic vote.

Sec. 30. And be it enacted, That in case of a tie
vote in the Common Council upon any question
whatever, the Mayor shall have the right to vote,
and shall decide the question in dispute.

Process to be
issued.

Sec. 31. And be it enacted, That any Justice of
the Peace resident within the Corporate limits of
said city, upon complaint made before him of the
violation of any ordinance of said Corporation,
shall issue process in the name of the Mayor and
Common Council, to recover the fine or penalty
imposed for the violation of such ordinances, against
the party so offending, and may hear and deter-
mine the matter as in any case arising under the
laws of the State, and shall receive the same fees
therefor.

May cause to
be imprisoned.

Sec. 32. And be it enacted, That the Justice
may, in default of payment of any fine or penalty
imposed by him for a violation of any ordinance of
the said Corporation, commit the party fined to the
Howard County Jail for a period not exceeding
ten days, and the Sheriff of Howard county, shall
receive and confine the party so committed, in the
same manner as other prisoners, and shall be en-
titled to the same compensation therefor, to be paid
by said Corporation.

May appoint
Council.

Sec. 33. And be it enacted, That the Mayor and
Common Council, if they shall deem it necessary
may appoint a Council to the Corporation, and
may allow said Council such compensation as they
