350 JOURNAL OF PROCEEDINGS [Feb. 28,

Which were read and adopted.

Said Resolutions were then read the third time and passed
by yeas and nays as follow:

NEGATIVE—None.

The President announced the order of the day, being the
bill entitled, an Act to provide for taking the sense of the
people of the State, on the call of a Convention to frame a
new Constitution and form of Gevernment, and for assem-
bling the members thereof;

On motion by Mr. Stephenson,

The consideration of said bill was postponed for a few mo-
ments.

Mr. Stephenson from the Committee on Corporations, re-
ported a bill entitled, an Act to incorporate the Maryland
and Delaware Canal and Rail Road Company;

Which was read the first time.

Mr. Billingslea, from the special Committee, reported a
bill entitled, an Act to prohibit the granting of license for
the sale of spirituous or fermented liquors, or lager beer at or
near Tallstown, in Harford county, in the State of Maryland;

On motion by Mr. Billingslea,
Said bill was postponed until this evening.

Mr. Tome, from the select Committee, to which was refer-
red the bill entitled, an Act to prohibit swine from running
at large in the second Election District of Cecil county;

Reported it without amendment,
The bill was then read the second time, and
On motion by Mr. Tome,

The rules were suspended, and the bill read the third
time by special order, three-fourths concurring, and passed
by yeas and nays as follow.
