332 JOURNAL OF PROCEEDINGS [Feb. 27,

The bill was then read the second time.

Mr. Vickers, from the Committee on Judicial Proceedings,
to which was referred the bill entitled, an Act to extend the
time allowed the citizens of East New Market, in Dorchester
county, under the Act of 1866, chapter 311, to organize their
incorporation by the election of officers;

Reported it without amendment,

The bill was then read the second time.

Mr. Vickers, from the Committee on Judicial Proceedings,
reported favorably a bill entitled, an Act granting the assent
of the Legislature of Maryland, to a bequest made in the last
will and testament of Victor Harrison, late of Washington
county, deceased, to the trustees of the Presbyterian church
of Hagerstown;

Which was read the first time.
On motion by Mr. Trail,

The House Resolution directing the Attorney Generel to
examine into the affairs of the Baltimore and Frederick Turn-
pike Road;

Was read and referred to the Committee ou Judicial Pro-
ceedings.

Mr. Earle, from the Special Committee, reported favorably
a bill entitled, an Act for the relief of judges or other civil
magistrates of this State, from counsel fees, monetary penalties
and cost, which have been or may be incurred by reason of
decisions rendered in obedience to the laws of this State,
which are supposed to be in conflict with the Act of Congress,
known as the Civil Rights Bill, or with any other Act of
Congress;

Which was read the first time.
On motion by Mr. Vickers,

The Senate was called.

On motion by Mr. Vickers,

All further proceeding under the call were dispensed with.

The House Resolutions in relation to the power of the
Legislature to alter and amend the organic Constitutional
law of the State;

Was read the third time and passed by yeas and nays as
follow:
