Answer. In September, 1866, in District No. 2, as a qual-
ified voter.

3d Question. Did you attend the election held in District
No. 2, Allegany county, Md., Nov. 6th, 1866; did you offer
to vote; was your vote received or rejected; and whose names
were on your ticket as candidates for House of Delegates ?

Answer. I attended said election; offered to vote, but the
Judges refused to receive my vote, saying there was a charge
against me. I asked what the charge was but they would
not tell me, neither would they produce the witness who
brought the charge, they saying it was not their business.
There were no charges entered against me by the Register
who registered me; the names on my ticket as candidates
for House of Delegates were Wm. A. Bryden, Wm. Devec-
mon, George W. McCulloh, John McElfish and Patrick
Hammil.

Cross-examined by Mr. Brown.

1st Question. Why did you not register in 1865 ?

Answer. I did intend to register, but the Register in 1865
asked so many foolish questions; and I thought the Board
too contemptible and mean for any white person to appear
before; I had no other reason for not registering in 1865.

PETER SPEELMAN, being duly sworn, deposed and said as fol-
lows, to wit:

By Mr. Devecmon :

1st Question. What is your name, age, residence and oc-
cupation ?

Answer. My name is Peter Speelman, age 75, reside in
District No. 2, Allegany County, Maryland, and am a farmer
by. occupation.

2d Question. When did you register ?

Answer. I registered as a qualified voter in District No. 2,
in September, 1866.

3d Question. Did you attend the election held in District
No. 2, Allegany county, Maryland, November 6, 1866; did
you offer to vote, was your vote accepted or refused; and
whose names were on your ticket as candidates for House of
Delegates ?

Answer. I attended said election, offered to vole, but the
Judges refused my vote, not giving any reasons. The names
on my ticket as candidates for House of Delegates were, Wm.
Devecmon, Wm. A. Bryden, John McElfish, George W. Mc-
Culloh and Patrick Hammil.
