The Lieutenant Governor arose and said:
SENATORS:

In connection with this proceeding, the Chair desires to
present a simple statement due to himself, the Senate and the
public. On Tues lay last, just one week ago, he was sent for
by his Excellency, who read to him his letter resigning the
Governorship of Maryland, which he took occasion to notify
him would be sent in on Tuesday, 26th inst., to take effect on
and after that date. This was accordingly, and with his per-
mission, announced in the Senate, on the same day on which
the communication was made, and a committee appointed to
institute the proper arrangement for the public ceremonies of
installation. These progressed and were perfected in good
faith. The Chair was in conference with his Excellency,
yesterday, but had no reason to anticipate any change in the
published proceedings, but on thecontrary, was reassured of the
certainty of his Excellency's resignation, at this hour to-day,
as previously determined upon; nor was any intimation or
knowledge of a different purpose furnished to the Chair, un-
til an hour and a half ago, when the letter just read was
received by the hands of Mr. Leary, the private Secretary.

I have deemed, Senators, this simple announcement of facts,
eminently proper on this occasion, in order that no misappre-
hension may arise as to the relation of the Chair, or the body
over which he has the honor to preside, to the existing disap-
pointment.

The onus of explaining to the Senate and the public the
cause of the failure of the programme, at so late an hour, will
rest where it properly belongs.

Mr. Mules presented a memorial in behalf of the Franklin
Turnpike Road Company;

Which was read and referred to Messrs. Mules, Compton
and Tome.

Mr. Tome presented the memorial of Isaac F. Vanesdale
and 27 other citizens of Cecil county, against the repeal of
the Sunday Law;

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. Young presented the petition of 54 citizens of Howard,
Carroll, Frederick and Montgomery counties, praying the
appointment of a Tobacco Inspector, to represent their in-
terest, it being separate and distinct from any other in the
State;

Which was read and referred to the Committee on Execu-
tive Nominations.
