Resolved, That ten thousand copies of a work, prepared
by Dr. James Higgins, entitled, An Exposition of the Agri-
cultural Advantages and Natural Resources of Maryland, be
printed in pamphlet form, and held subject to the future ac-
tion of this General Assembly, 500 copies for the use of the
Senate.

Mr. Vickers, Chairman of the Committee on Judicial Pro-
ceedings, stated that he had been instructed by the majority
of the Committee, to report unfavorably on the House Reso-
lutions in relation to the power of the Legislature, to alter
and amend the organic law of the State.
Mr. Vickers, from the minority of the Committee on Judi-
cial Proceedings, submitted the following report:

To the Honorable
The Senate of Maryland:
The undersigned, a minority of the Committee, to which
was referred the Resolutions of the House in reference to the
authority of the Legislature to refer to the people questions
concerning the organic law, beg leave to report favorably upon
the resolutions, and to commend them to the favor of the
Senate, as containing true conservative and constitutional
principles, the practical observance of which, can alone pre-
serve public order and the supremacy of constitutional rule.

Mr. Vickers, from the Committee on Judicial Proceedings,
reported favorably, a bill entitled, an Act to secure the com-
pletion of the Philadelphia and Baltimore Central Railroad,
and to waive the lien of the State;
Which was read the first time.
Mr. Vickers, from the Committee on Judicial Proceedings,
reported favorably, a bill entitled, an Act to repeal the 14th
section of Article 11, of the Code of Public Local Laws, title
Attorney's and Attorney's in fact, sub-title, Attorney's, re-
lating to Petition for Freedom;
