Gentlemen of the Senate :

We have received your message asking the return of the
Southern Railroad bill, heretofore passed your Body. 'We
respectfully decline to concur therein, because at this stage
of the session the success of the bill would be embarrassed
thereby, but will consider any amendments in this Body,
and return the same if adopted for the consideration of the
Senate.
