BY THE House OF DELEGATES,
March 22nd, 1867.
Gentlemen of the Senate:
We herewith return the House bill entitled, an Act to pay
a sum of money to Wm. Price and Daniel R. Magruder, and
respectfully state that we cannot concur in the amendment
of the Senate to said bill, and request your Honorable Body
to recede therefrom.

Which was read, assented to and sent to the Senate.
. The Committee on Conference of the two Houses upon the
Militia bill made the following
REPORT:
The Committee of Conference appointed by the two Houses
on the disagreeing votes on the Militia Bill having met and
duly considered the same, have agreed to recommend for the
adoption of the two Houses as follow, viz :
Strike out all the amendments made by the Senate and
adopt the following:
First amendment, sub-section one of section two, strike out
all down to the word "proceed" in line six, and insert: "The
Governor, as Commander-in-Chief, shall by and with the
advice and consent of the Senate, appoint one Inspector-
General, at a salary of five thousand dollars per annum who
shall, under rules and regulations to be prescribed by the
Governor, as Commander-in-Chief."
Second amendment, strike out all after the word "law,"
in line sixteen, to end of sub-section.
Third amendment, sub-section eight, section two, strike
out in the first line "In pector-General," and insert "Com-
mander-in-Chief."
Fourth amendment, amend sub-section nine of section two
by striking out all after the word "General" in line five,
to the word "and" in line seventeen, and insert: "Each of
whom shall rank as Major-General, a Judge-Advocate Gene-
ral, a Quartermaster-General, a Surgeon-General, a Survey-
or-General and a Commissary-General, each of whom shall
be appointed by and with the advice and consent of the Sen-
ate, and shall hold their respective commissions until trial
and conviction by court martial.
Fifth amendment, amend by striking ut the whole of sec-
tion 15.
Sixth amendment, amend sub-section twenty-one of section
two, line three, by striking out the word "five," and .insert-
ing in lieu thereof the word "three."
