SATURDAY, March 16, 1867.

The House met, and was opened with prayer by the Rev.
Mr. Cassidy.

Present at the,call of the roll the following members:
Messrs. Miller, Speaker, Morgan, Beek, Hall, Cameron,
Shipley, Nicolai, Davis, of Charles, Jump, Jones, Parsons,
Kerr, Golibart, Whitaker, Lindsey, Magruder, Calvert,
Rouzer, Baker, Linthicum, Gorsuch, Steiner, Bamford,
Tobey, Hoffhine, Bishop,Neilson, Smith, Flaherty, Lankford,
Davis, of Baltimore city, Watemeyer, Feig, Aydelott, Gordy,
Nelson, Whiteford, Wilson, Spicer, McCulley, McCulloh,
Devecmon, Benton.'—44.

The Speaker laid before the House the report of the Clerk
of the County Commissioners for Cecil county, in response to
an order of the House;

Which was read and referred to Committee on Ways and
Means.

On motion of Mr. Beck,

Ordered, that it be entered on the Journal that Dr. F. P.
Phelps is detained from his seat in this House by the illness
of a member of his family.

Mr. McCulloh presented the memorial of forty-seven citi-
zens of Maryland, asking the General Assembly to appro-
priate a sum of money for the relief of the Southern people;
also to authorize the Mayor and City Council of Baltimore,
as the representatives of the people of Baltimore, to aid the
Southern people, by issuing bond or otherwise:

Which was read and referred to the Committee on Ways
and Means.

Mr. Beck presented a petition from Dr. Jones and others,
against levying a tax on Kent county for railroad purposes;

Which was read and referred to Kent and Queen Anne's
county delegations.

Mr. Jones submitted the following:

BY THE HOUSE OF DELEGATES,

March 16th, 1867.
Gentlemen of the Senate :

We respectfully propose, with the concurrence of your
Honorable Body, that the Committee on Federal Relations of
the Senate and of this House, constitute a Joint Committee
upon that subject.

Which was read, assented to and sent to the Senate.
