o'clock, for the purpose of electing three persons to constitute
the Board of Police Commissioners for the city of Baltimore,
and nominating on your part Lefevre, Jarrett, Jaa. B. Carr
and William H. B. Fusselbough. We concur in your mes-
sage and la the nominations made by you for said offices.

Which waa read.

Mr. Gorsuch, from Committtee on Ways and Means, re-
ported back the bill entitled"»n Act to incorporate the Mary-
land Institute for the education of the Deaf and Dumb, with
an amendment, being a substitute therefor,

Being upon a second reading,

Mr. King proposed the following amendment:

Strike out the name of Geo. W. Bands jand insert Dr. W.
W. Watkins,

Pending the Consideration of which,

On motion, of Mr. Hammond, the bill was postponed and
made the order of the day for Monday next, 18th of March,
atone o'clock.

The aour of 12 o'clock having arrived, in compliance with
a message sent to the Senate and in conformity with the Act
of January session, 1867 ;

The Senators of Maryland appeared in the Hall of the House
of Delegates, and the two Bouses proceeded to the election of
three persons to Act as Police Commissioners for the city of
Baltimore;

The Speaker appointed Mr. Maddox on the part of the Sen-
ate, and Mr. Stevens on the part of the House, to act as tel-
lers ;

The Secretary of the Senate and the Clerk of the House
proceeded to call the roll of their respective Houses,;

Whereupon each member proceeded to ballot.

Upon counting the ballots, Mr. Maddox, on the part of
the Tellers, made the following report:

IN JOINT ASSEMBLY,

HOUSE OP DELEGATES,

March 15th, 1867.

At a Joint Meeting of the Senate and House of Delegates,
held in compliance with an Act of January session, 1867,
to elect three persons to constitute the Board of Police Com-
missioners of the city of Baltimore, the Tellers appointed
respectfully report that there were 86 ballots cast, and that
