Mr. Tome accepted the amendment:
The amendment of Mr. Tome was then adopted.
Mr. Stephenson submitted the following amendment:
Amend section 2 by striking out all after the word "them"
in line 6, to the word "days" in line 19, and insert the fol-
lowing, viz: "Shall open books of subscription in the city of
Baltimore upon twenty days notice of the time and place of
subscribing, by advertisement published in one newspaper
published in Harford, and one in Cecil counties, and in at
least two of the newspapers of the largest circulation publish-
ed in the city of Baltimore; said books to be kept open for at
least twenty days, and for such longer time as said commis-
sioners or a majority of them, may think proper, and if upon
closing said books, there shall be found to have been sub-
scribed more than one thousand shares, the said commission-
ers shall reduce the subscriptions, pro rata, to one thousand
shares; but no person shall be permitted to subscribe for more
than fifty shares of said stock, until the expiration of fifteen
days after the opening of said books, and upon closing the
books, or the adjustment of the subscriptions, the said com-
missioners or a majority of them shall give thirty;"
Pending the consideration of which,
Mr. Tome moved that the bill be referred to a committee of
three, and made the order of the day for to-morrow at 12
o'clock.
Determined in the affirmative.
The President appointed Senators Tome, Earle and Stephen-
son as said Committee;
Mr. Trail moved that the Senate adjourn;
Determined in the negative.
The bill entitled, an Act, to compensate such members and
officers of the General Assembly of Maryland, held in the
year 1861, as have presented their claims;
Being under consideration,
Mr. Davis of Caroline, submitted the following amend-
ment:
In Section 1, line 4, after the words "sixty-one," insert:
"or as many of said members and officers as approved the
course pursued by President Lincoln and his Administration
in suppressing the Rebellion against the Government of the
United States;"
