Mr. Neilson submitted the following :

BY THE HOUSE OF DELEGATES.

March 13th, 1867.
Gentlemen of the Senate: .

We have ieceived your message "proposing that the Presi-
dent of the Senate and Speaker of the House of Delegates ad-
dress a joint letter to the Hon. Philip Francis Thomas inform-
ing him of his election to represent the State of Marylandin the
Senate of the United States to fill an existing vacancy, and
concur therein.

Which was read, assented to, and sent to the Senate.
The Secretary of the Senate delivered the following
RESOLUTION:

Resolved by the General Assembly of Maryland, That his
Excellency the Governor be and he is hereby requested to
issue a commission in the usual form to the Honorable Philip
Francis Thomas, as Senator to represent the State in the
Congress of the United States for the term of six years from
the 4th day of March, 1867 ;

Which was read a first time } and,
On motion of Mr. Turner,
