264 JOURNAL OF PROCEEDINGS Feb. 19,

On motion by Mr. Holton,

Leave was granted to the Committee on Corporations to
introduce a bill to incorporate the Maryland & Delaware Canal
and Railroad Company;

On motion by Philpot, it was

Ordered, That the Secretary of the Senate be directed to
cause the register to be removed from its present position, and
placed in the centre of the Senate Chamber, beneath the chan-
delier;

On motion by Mr. Earle,

Leave was granted to Messrs. Earle, Tome and Waters, to
introduce a bill to give protection to landowners and lessees,
living on and adjacent to the waters of Queen Anne's and
Kent counties.

On motion by Mr. Davis, of Caroline,

Leave was granted to the Committee on Finance to intro-
duce a bill to authorize and require the Comptroller of the
Treasury to issue his warrant in favor of John Leigh, a vol-
unteer in the 11th Maryland Infantry.

On motion by Mr. VickerSj

Leave was granted to the Committee on Judicial Proceed-
ings, to report a bill to repeal the 14th section of article 11,
of the Code of Public General Laws, title Attorneys, and re-
lating to petitions for freedom.

On motion by Mr. Vickers,

Leave was granted to the Committee on Judicial Proceed-
ings, to introduce a bill to repeal section 4 of the Act of 1860,
chapter 303, relating to the appointment of State Director in
the several railroad companies of the Eastern Shore of Mary-
land.

Mr. Mackall submitted the following :

Ordered, That a Committee of three be appointed to make all
proper arrangements for the public ceremonies in the Senate
Chamber, at 12 1/2 o'clock, on Tuesday next, having reference
to the installation of the successor of the present Executive of
the State;

Determined in the affirmative.

The President appointed Senators Mackall, Compton and
Trail as said committee.

Mr. Vickers, from the .Committee on Judicial Proceedings,
reported a bill entitled, an Act to repeal sections 27 and 28 of
