Mr. Smith (the rules being suspended) presented the me-
morial of William H. Rhinehart, H. Smith and two thou-
sand others, citizens of the city of Baltimore, asking the en-
actment of a law requiring all persons contracting for convict
labor to pay the same price or an amount approximating
the same as is now paid by outside employers.
Which was read and referred to the Committee on the
Judiciary.
Mr. Poole (the rules being further suspended) presented a
petition of Daniel E. Buckey, of Frederick county, and others
praying the remission of a fine imposed on said Buckey by
the Flour Inspector of Baltimore city,
Which was read and referred to the Committee on Claims.
Mr. Carmichael (the rules being yet further suspended) pre-
sented the petition of John K. B. Emory and one hundred
and fourteen others, citizens of Queen Anne's county, pray-
ing the repeal of the proviso to section 4 of Article 81 of the
Code of Public General Laws limiting to $15,000 the value of
property owned and occupied by the several Literary or Char-
itable Institutions of the State, which shall be exempted from
taxation,
Which was read and referred to the Committee on Ways
and Means.
Also (the rules being further suspended) presented the peti-
tion of John B. Brown and other Commissioners of the town
of Centreville, in Queen Anne's county, praying the passage
of an Act relating to the police regulations of said town.
Which was read and referred to the Kent and Queen
Anne's delegation.
Mr. Jones (the rules being yet further suspended) presented
the petition of John Dfx and many other citizens of Somer-
set county for additional punishment for dredging for oysters
on Sunday,
Which was referred to the Committee on Sunday Law.
On motion of Mr. Smith.
Leave was granted to the Committee on the Judiciary to
report a bill to repeal section 18 of Article 73 of the Public
General Laws, entitled "Penitentiary," and to re-enact the
same, with amendments.
On motion of Mr. Knott,
Leave was granted to the Committee on the Judiciary to
introduce a bill to repeal an Act passed at this session enti-
tled, an Act to add two sections, 206 and 207, to the Code of
Public General Laws relating to crimes and punishments.
