Also, the petition of a large number of citizens of Charles
county praying the passage of a law to protect them against
the encroachments of non-residents upon the rights of fishing
in the Potomac and its tributaries, and asked to be dis-
charged from the further consideration of the same, as sec-
tion 16 of Article 41 is sufficient for its remedies against the
evils complained of.
The report was concurred in and the Committee dis-
charged.
Also, unfavorably upon the petiton of James C. Sellman
and others praying the passage of a law to modify the present
law relating to fisheries on the Potomac River, "the petition
being contrary to rights of private property, and if an Act
were passed it would be in violation of section 20, Article 4
of 1st Code."
Also, unfavorably upon the leave to introduce a bill enti-
tled, an Act to restore to full citizenship Wm. Calder, of the
city of Baltimore, as the party is already a citizen under
Article I of Constitution."
The reports were concurred in.
Also, reported back the petition of Joseph Baugher aad
others to amend the Act of 1864, chapter 247, and
asked to be discharged from the further consideration of the
same, and that it be referred to the Frederick county dele-
gation.
The Committee were discharged and the petition so re-
ferred.
Mr. Thomas, Chairman of Committee of Ways and Means,
reported unfavorably a bill entitled, an Act to repeal so much
of section 2, Article 81 of the Code of Public General Laws
relating to revenue and taxes, as relates to taxes on mort-
gages, and to add an additional section thereto;

The Committee were discharged from the further considera-
tion of the same.
Mr. Williams, from the Committee on the Judiciary, re-
ported favorably the bill entitled, an Act for the relief of
Nathaniel Duke, George W. Dowell, Thomas B. Billingsley
and Richard Hance, administrator of Wm. Billingsley.
Also, a bill entitled, an Act to appropriate a sum of money to
enable Jno. De La Camp to complete certain maps showing the
western boundary line between Maryland and West Virginia,
Which were severally read a first time.
Mr. Clarke, Chairman of Committee on Claims, reported
favorably a bill entitled, an Act to pay to Stephen R. Gore,
