Mr. Jones submitted the following:

BY THE HOUSE OF DELEGATES.

March 1st, 1867.
Gentlemen of the Senate:

We have adopted the accompanying resolutions on the
communication of his Excellency, Thomas Swann, declining
the office of United States Senator, and respectfully ask your
concurrence therein. On the part of this House, we have
appointed Messrs Jones and Hammond to join the gentlemen
who may be named by your Honorable Body, to compose the
committee contemplated by the third resolution.

Chief Clerk.

Which was read, assented to, and sent to the Senate.
On motion of Mr. Neilson,

Ordered, That the Select Committee on the Sunday law be
increased to nine members.

The Chair accordingly appointed Messrs. Morgan, Dennis,
Burche and Ford.

On motion of Mr. Hall,

Leave was granted to the Committee on Public Buildings
to introduce a bill for painting the dome of the State House,
and appropriating a sum of money therefor.

On motion of Mr. Baker,

Leave was granted to the Select Committee to report a bill
to incorporate the Maryland Institute for the education of the
deaf and dumb.

On motion of Mr. Davis, of Charles,
The rules being suspended,

Ordered, That the Committee on the Judiciary be instructed
to inquire if any further legislation, is necessary to prevent
Clergymen (or any other persons authorized by law to per-
form the marriage ceremony) from marrying persons without
a marriage license, and that they report by bill or otherwise.

On motion of Mr. Nicolai,

Leave was granted to the Baltimore county delegation to
introduce a hill to repeal the Act entiled, an Act to prohibit
the granting of license for the sale of spiritous or fermented
liquors or lager beer at or near Woodbury Factory, in Balti-
more county, passed March 7,1864, chapter 206.

On motion of Mr. Golibart,
Leave was granted to the Cecil county delegation to report
