On motion of Mr. Neilson,

The blank was filled with the name of Edward D. Kemp.
Mr. Neilson proposed the following amendment:
Line 4, fill blank with the words, "first Monday in May;"
Which was adopted.
Mr, Linthicum proposed the following amendment:

At the end of the section 3, add provided that nothing in
this Act shall be construed to entitle to a certificate or pay,
any person who countenanced or was engaged in the riot or
attack on Federal troops marching through the city of Balti-
more to the defence of the Capital of the United State on the
19th of April, 1861;
