The House took up for consideration the bill entitled, an
Act to create a Board of Commissioners to keep open the
harbor of Baltimore and the access thereto from obstruction
by ice and for river and harbor relief;
Said bill being upon its second reading,
Pending which,
Mr. Carmichael proposed the following amendment:
AMENDMENT PROPOSED.
Provided, That it shall not be lawful for the Comptroller
of the Treasury to draw his warrant for, nor for the Treasu-
rer to pay out of the Treasury, the said sums or any part
thereof, out of the revenue derived from the proceeds of the
Internal Improvement Companies—nor from that derived
from the State tax now levied, or which may hereafter be levied
to pay off the public debt; and provided further, that the said
sum, nor any part thereof, shall not be paid out of, or drawn
from the Treasury, for the hire, purchase or construction of
the said ice boat, or of any other machine or device for break-
ing or removing the ice from the harbor of Baltimore or the
Patapsco river, unless there be a surplus in the Treasury,
over and above any sum required or allowed for the purposes
aforesaid, sufficient to meet the current demands for the sup-
port of Government, and all other demands now provided
by law ;
