Leave was granted the Committee on Militia to introduce
a bill to exempt the bond of James E. Nutwell, of Anne
Arundel county, from responsibility on account of arms fur-
nished by the State of Maryland, which were taken from
him by the General Government.

On motion of Mr. Morgan,

Leave was granted the Committee on Ways and Means to
report a bill to repeal section 2 of Article 56 of the Code of
Public General Laws, title "licenses," and re-enact the same
with amendments.

On motion of Mr. Dawson,

Leave was granted the Committee on the Judiciary to re-
port a bill to change the name of John Francis Stack of Car-
oline county to John Rumbolt Stack.

Mr. Jones, from the Committee on the Judiciary, reported
favorably a bill entitled an Act to repeal section 87, relating
to insurrection, of Article 30 of the Code of Public General
Laws, entitled, "crimes and punishments," and to amend
and re-enact the same and to repeal sub-section 5, relating to
persons conspiring or combining to levy war against this
State, of the Act passed at January session of the General
Assembly of Maryland, in the year 1862, chapter 235, being
an amendment of said Article 30, and to re-enact the said
sub-section with amendments.

Also, a bill entitled, an Act to repeal sections 3 and 4, re-
lating to appeals from courts of law, of Article 5 of the Code
of Public General Laws, entitled, "appeals," and to re-enact
the same with amendments.

Mr. Bixler, Chairman of the Committee on Education, re-
ported favorably without amendments the bill entitled, an
Act to authorize the Board of School Commissoners of Wor-
cester county to appropriate a sum of money out of the Free
School Fund of said county, towards building school houses
and for other purposes.

Mr. Wampler, from Committee on Corporations, reported
favorably a bill entitled, an Act to reviue and extend the Act
to incorporate the Worcester Railroad Company, passed at the
January session 1853, with amendments.

Also, a bill entitled, an Act to incorporate the Miners and
Mechanics Co-operative Store of Franklin mines in Allegany
county.

Also, a bill entitled, an Act to revive and amend the Act
of incorporation of the town of New Windsor, in Carroll
county, passed at December session, 1843, chapter 47, and
to repeal the 14th section thereof and re-enact the same with
the following additional sections,
