474 JOURNAL OF PROCEEDINGS Feb. 20,
ate, submitted a report, with an accompanying statement,
made up to December 1, 1852, which exhibits a balance in
favor of the several warehouses of $19,633.86.
Taking this sum as a basis, and carrying to the credit of
the warehouses the nett receipts from inspections, and debit-
ing the interest on the loans created for the erection of said
warehouses, including insurance and ground rent, from De-
cember 1, 1852, to September 30, 1866, there appears to be a
balance against the warehouses of $7,595.41, as shown by
the accompany statement. ,
A portion of the loan was absorbed by the receipts from
State wharves in Baltimore, but the larger portion, viz :
$163,689.67, was purchased from time to time out of sur-
pluses in the Treasury—not from any receipts from Tobacco
Warehouses; hence the interest is properly chargeable to the
Tobacco Warehouse account.
The stock issued for said loans was purchased for the Sink-
ing land, apd finally cancelled, under authority of the Gen-
eral Assembly, chapter 285, of 1864.
I have also the honor to report that the sum of $7,833.59,
which was due from the several Inspectors of Tobacco, at the
close of the fiscal year ended September 30, 1866, waa paid
early in October following, as will be seen by reference to
table No. 19 of the Comptroller's Report.
Respectfully submitted,
WM. J. LEONARD, Comptroller.
