this State, a concurrence with the sentiments of a great ma-
jority of the people of this State, and a proper recognition of
their inalienable right to participate in its government by the
exercise of the elective franchise ;

Which were read the first time, and referred to the Com-
mittee on Federal Relations.

On motion of Mr. Bowie,

The vote on the reference of the leave to the Committee on
Corporations to report a bill entitled, "An Act-to amend sec-
tion 12 of chapter 194, January Session, 1853, was reconsid-
ered ;

On motion of Mr. Bowie,

Said leave was then referred to the Committee on Internal
Improvements.

Mr. Vickers, from the Committee on Judicial Proceed-
ings, reported a bill entitled, an Act for the relief of John
Welch, a surety on the boud of John Barnard, a former She-
riff of Allegany county ;

Which was read the first time, and

By special order, the second time, and ordered to be en-
grossed for a third reading; and

On motion of Mr. Ohr,

Was read the third time, by special order, and passed by
yeas and nays as follow :
