Which was read, assented to and sent to the House of Dele-
gates.
On motion of Mr. Henkle,
Leave was granted to the Committee on Finance to introduce
a bill to authorize the Commissioners of Anne Arundel county
who have charge of the State bounty funds for said county, to
compensate their Clerk out of said fund for services rendered.
On motion of Mr. Ohr,
Leave was granted to Messrs. Ohr, Mackall and Billings-
lea to report a bill entitled, an Act to add additional sections
to Artitle — of the Code of Public General Laws, title Small
Pox.
On motion of Mr. Bowie, it was
Ordered, That the President of the Senate be requested to
appoint a Select Committee of three to examine and report
whether any, and if any, what, unfinished business was re-
ferred by the last to the present General Assembly ;
The President appointed Messrs. Bowie, Maddox and Phil-
pot, as said committee.
Mr. Young, from the Committee on Printing, submitted
the following report:
The Committee on Printing respectfully report, that they
contracted with E. S. Riley for indexing the Journal of Pro-
ceedings of the Senate, for the sum of two hundred and fifty
dollars, to be paid when completed.

The Clerk of the House of Delegates delivered the follow-
ing Joint Resolutions :
Resolved oy the General Assembly of Maryland, That in
their judgment, the policy heretofore announced, and up to
this time cpnsistently persued by the President of the United
States, upon the question of the right of the excluded Southern
States to their Constitutional Representation in Congress, is
just, wise and statesmanlike, and is the only mode by which the
Union, as created and recognized by the Constitution, can be
restored ;
Resolved, That the General Assembly recognizes in the ac-
tion of his Excellency, Thomas Swann, in support of this
policy of the President of the United States, and iri the just
and liberal execution by him of the existing Registry Law of
