So the motion to reconsider did not prevail.Mr. Spicer proposed the following:

Sub-section 10, after third line, amend by inserting, "pro-
vided, however, that no one shall be appointed or elected as
a general, regimental or battalion officer of the militia who
has at any time been in hostility to the United States or the
lawful authorities thereof, or who has been in any manner
in the service of the so-called Confederate States of America,
unless subsequently he shall have voluntarily entered the
military service of the United States and been honorably dis-
charged therefrom."

Mr. King proposed the following amendment to the amend-
ment:

Or unless he shall have been restored to full citizenship by
an Act of the General Assembly;

Which was adopted.

Mr. Davis, of Charles, proposed the following amendment:

Strike out the word ""amend;"

Which was adopted.

The question then recurring upon the amendment pro-
posed by Mr. Spicer,

It was rejected.

Mr. Neilson proposed the following amendment:

Section 8, strike out "Commander-in-Chief," in first line,
and insert "Military Board." hereinafter to be provided for,
and in third line strike out "he" and insert "they;"

Which was adopted.

Mr. Neilson proposed the following amendment:
