Ordered, That the 8th Rule for the Government of this
Body be read, and that the Speaker be and hereby is very
respectfully requested to enforce the same.

Ordered, That a Special Committee of five be appointed by
the Speaker, to investigate the charges made in the public
press of alleged official misconduct on the part of William
Thomas Valliant, one of the Police Commissioners of Balti
more city, appointed by Governor Swann; which
