100 JOURNAL OF PROCEEDINGS [Jan. 16,

cis P. Phelps, of Dorchester county, had been present when
the vote was taken upon the bill to restore to citizenship all
persons deprived thereof under the provisions contained in
the fourth section of the first Article of the Constitutioan of
this State, he would have voted in the affirmative.

On motion of Mr. Lindsey,

Leave was granted the Cecil County delegation to report a,
bill to incorporate Cecil Lodge No. 125, Ancient, Free and
Accepted Masons, in Chesapeake City, Cecil county.

On motion of Mr. Hooper,

Leave was granted Baltimore County and Baltimore City
delegations to introduce a bill to change the location of the
first toll gates on the turnpike roads leading out of Baltimore
city.

On motion of Mr. Calvert,

Leave was granted Messrs. Calvert, Ford and Buhrman to
introduce a bill to regulate the number of officers for future
sessions of the Legislature.

On motion of Mr. Williams,

Leave was granted Committee on Ways and Means to in-
troduce a bill for the relief of the sureties on the bond of Wil-
liam Billingsley, a former collector of Calvert county.

On motion of Mr. Stevens,

Leave was granted Committee on the Judiciary to introduce
a bill to repeal the Act of 1849, chapter 532, section 3, relat-
ing to the closing of certain streets in the city of Baltimore,
by the Baltimore and Susquehanna Railroad .

On motion of Mr. Boswell,

Leave was granted Committee on Corporations to introduce
a bill to amend the charter of the Maryland Emigration
Company.

On motion of Mr. Aydelotte,

Leave was granted the Worcester County delegation to re-
port a bill to amend the Act entitled, "an Act to incorporate
the town of Newtown,. in Worcester county," so as to strike
out tho 8th section of said act, and insert an other section in
lieu thereof.

On motion of Mr. Linthicum,

Leave was granted the Frederick County delegation to in-
troduce a bill to authorize the trustees of the Middletown
Academy to transfer by deed the building and grounds to the
Board of School Commissioners of Frederick county.
On motion of Mr, Appleman,

Leave was granted Washington County delegation to intro-
