Mr. Billingslea, of Carroll county, presented the petition
of E. T. Grout and other citizens of Carroll county, in rela-
tion to certain costs in the Circuit Court of Carroll county;

Which was read and referred to Messrs. Billingslea, Mules
and Ohr.

On motion of Mr. Philpot, it was,

Ordered, That it be entered on the Journal of the Senate,
that Senator Tome, of Cecil county, is unavoidably absent
from his seat in the Senate.

On motion of Mr. Young, it was,

Ordered, That the Committee on Judiciary inquire into
the propriety of changing the present mode of collecting Offi-
cers' Fees.

On motion of Mr. Mules, it was

Ordered, That a Committee of three be appointed, to dis-
tribute the several subjects referred to in the Message of His
Excellency, the Governor, to the appropriate Committees.

The Chair appointed Messrs. Mules, Yickers and Jump.

On motion of Mr. Ohr, it was

Ordered, That the Committee on the Library, be instructed
to inquire into the necessity and expediency of enlarging the
Library building, and to report by bill or otherwise.

On motion of Mr. Kimmel,

Leave was granted the Committee on Judiciary to report a
bill entitled, an Act to repeal section 10 of Article 11, of the
Code of Public General Laws, and to prescribe in lieu thereof
an oath for Attorneys at Law.

On motion of Mr. Bowie, it was

Ordered, That the President of the Baltimore and Ohio
Rail Road Company communicate to the Senate, at as early a
day as possible, the rates of freights he is allowed by the char-
ter of that Company to charge; also, what have been the highest
rates charged within the twelve months ending December 31st,
1866, upon the Baltimore and Washington Branch, both on
through freight from the two Cities, or from Way Stations to
either City; and if any of the rates shall have been in excess
of those allowed by the Charter, why this provision of the
Charter has been so violated.

Leave was granted to Mr. Ohr to withdraw from the files
of the Senate the following bills: a bill entitled an Act to
add additional sections to Article — of the Code of Public
General Laws, title Small Pox; a bill entitled, an Act for the
relief of John Welch; a bill entitled an Act, to authorize the
Mayor and Councilmen of Cumberland to issue bonds to build
