On motion of Mr. Beck,

Ordered, That the privileges of the floor of this House be
granted Messrs. Devecmon, Bryden, McElfish and Hammill,
contestants of the seats for Allegany county.

On motion of Mr. Aydelotte,

Ordered, That the Committee on Education be, and the
same are hereby instructed, to inquire and examine into,
what legislation (if any) is necessary for the improvement of
the present School laws of the State, and report by bill or
otherwise.

On motion of Mr. Gorsuch,

Ordered, That the Committee on Ways and Means inquire
into and determine what legislation (if any) is necessary to
equalize the assessment of real estate in the State, and to
report by bill or otherwise. Also, what additional legislation
is necessary in reference to investments in United States
bonds, money on hand, and church property, returned to the
assessors, and included in their returns to the respective
County Commissioners, under the Act of February 5th, 1866,
chapter 157, and to report by bill or otherwise.

On motion of Mr. Calvert,

Ordered, That Rev. Mr. Burke be appointed additional
Chaplain to this House.

Mr. Hall, (the rules being suspended,) presented a petition
from John Thompson Mason, asking to be restored under the
Constitution to his rights of citizenship;

Which was read and referred to the Select Committee on
Enfranchisement.

On motion of Mr. Lindsey, .

Ordered, That it be entered on the Journal that Mr. Evans,
of Cecil, is detained from occupying his seat in this House by
sickness.

Mr. Boswell submitted the following order:

Ordered, That Quinton W. Radcliffe, the present Folder of
the House, be assigned to the duty of Journal clerk, and
John C. Weise, of Alleghany county, be appointed in the
place of said Radcliffe, and that Milton Y. Kidd, of Cecil
county, be appointed clerk to the Committee on Engrossed
Bills.

Mr. Ford moved to lay the order on the table, and demand-
ed the yeas and nays;
