Smith, Spicer, Steiner, Stevens, Thomas, Thomson,'Tobey,
Turner, Waltemeyer, Wampler, Welch, Whiteford, Wit-
taker, Williams, Wilson—71.

The Journal of yesterday was read and approved.

Mr. Gilpin, of Allegany county, appeared in the House and
was qualified by the Speaker.

The Speaker announced the following committees in accord-
ance with orders adopted and leaves to report bills granted
yesterday.

Committee on Rules—Messrs. Stevens, Ford, Williams, Car-
michael and Buhrman.

Committee on the leave offered by Mr. Thomas—Messrs.
Thomas, Evans, Dennis, Hammond, Lankford, Robson, Neil-
son, Clark and Nelson.

Also, the following additional Officers :

George W. Murdoch, Keeper of the Hall of the House of
Delegates and Committee Rooms; Caleb Stewart, Keeper of
the Water Closets.

Mr. Phelps called attention to the fact that the order
electing the officers of the House was passed yesterday before
the members were qualified, and moved the re-consideration
of that order;

Decided in the affirmative.

Mr. Magruder moved to strike out the name of "Albert''
Tolson and insert "Thomas S." Tolson ;
Decided in the affirmative.
The order as amended, was then adopted.

Mr. Ford presented a petition from John W. Pitcock, pray-
ing that his name be changed to John W. Baker ;

Which was read and referred to the Baltimore County Dele-
gation.

On motion of Mr. Morgan,

Ordered, That his Excellency, the Governor, be respectfully
requested to have the National Flag displayed from the State
House dome daily, at the hour of the opening of the Houses,
during the session of the General Assembly, and lowered
when the Houses adjourn.

Mr. Aydelbtte submitted the following order :

Ordered, That the Speaker appoint a committee of seven
members of this House to inquire into and determine what
Legislation, (if any,) is necessary for the improvement of the
present School Laws of this State, and report by bill or other-
wise;
