BY THE HOUSE OF DELEGATES,

January 3rd, 1867.
Gentlemen of the Senate:

We have received your message informing us of the organi-
zation of your Honorable Body. The House of Delegates
has organized by the election of Hon. Oliver Miller, as
Speaker, and the appointment of William R. Cole, Esq., as
Chief Clerk.

We are now ready to proceed with the business of the
Session, and concur with your Honorable Body in the appoint-
ment of a Joint Committee to wait upon His Excellency, the
Governor, and inform him that the General Assembly is pre-
pared to receive any communication he may be pleased to
make.

We have appointed on the part of this House, Messrs.
Knott, Ford and Buhrman.

Which was read, assented to, and sent to the Senate.
On motion of Mr. Ford,

Ordered, That the Committee on Claims pay to the officers
of the last House of Delegates, who have officiated in the or-
ganization of the present House, eight days per diem.

On motion of Mr. Neilson,

Leave was granted the Baltimore City Delegation to report
a bill to amend Article 4, of the Public Local Laws of the
State of Maryland, relating to the city of Baltimore.

On motion of Mr. Stevens,

Leave was granted the Committee on the Judiciary (here-
after to be appointed) to report a bill entitled an act to repeal
the Act of 1862, Chap. 106, relating to sentence of negroes,
and to re-enact the same.

On motion of Mr. Davis, of Baltimore city,

Ordered, That the State Librarian be and he is hereby in-
structed to furnish each Member of this House a copy of the
Constitution of Maryland, and also the Code and Supple-
ments

On motion of Mr. Welch,

Leave was granted the Kent county delegation to report a
bill entitled an Act to incorporate the Chester River Steam-
boat Company.

On motion of Mr. Boswell,
