Mr. Vickers submitted the following message:

BY THE SENATE,

January 4th, 1867.
Gentlemen of the House of Delegates:

We have received your message, proposing the appointment
of a Joint Committee of five Members on the part of your
House, and five on the part of the SenateJ to prepare and re-
port a bill for the call of a Constitutional Convention, and
appointing on the part of your Honorable Body, Messrs. Car-
michael, Phelps, Knott, Bixler, and Morgan. We respect-
fully concur in the object of your message, and have appointed
on the part of the Senate. Messrs. Bowie, Kimmel, Vickers,
Maddox, and Brodwater.

By order,

A. GASSAWAY.
Secretary.

Which was read, assented to, and sent to the House of
Delegates.

Mr. Earle submitted the following message:

BY THE SENATE,

January 4th, 1867.
Gentlemen of the House of Delegates:

We propose, with the concurrence of your Honorable Body,
the appointment of a Joint Committee of ten, an equal num-
ber from each House, to report a bill for the enfranchisement
and restoration of certain citizens of this State to full right of
citizenship, and would respectfully ask you to concur therein.
We have appointed on the part of the Senate, Messrs. Earle,
Henkle, Waters, Stephenson, and Davis of Caroline.

By order,

A. GASSAWAY,
Secretary.

Which was read, assented to, and sent to the House of
Delegates.

The President announced a communication from His Excel-
lency, Gov. Swann by the hands of Peter Leary, Jr. Esq.,
Private Secretary, covering his annual message ;
