repeal the fourth, seventh, fifteenth, sixteenth and twentieth
sections of the fourth Article of the Public Local Laws, of the
city of Baltimore, relative to the qualifications of electors in
said city, and regulating the time for holding elections for
Mayor and members of the City Council, and the terms of, and
the times for entering upon the duties of said offices, and to
re-enact the same with amendments;

Which was read the first time.

The Senate took up for consideration, the bill entitled an
Act, to incorporate the Andrew Small Academy, of Darnes-
town, Montgomery county, Maryland;

Mr. Young, submitted the following amendment:
Add additional section,

"Section 8. And be it enacted, That this Act shall take
effect from the date of its passage."

Which was read and adopted.

The bill was then read a second time and ordered to be en-
grossed for a third reading,

Read the third time by special order three-fourths concur-
ring, and passed by yeas and nays as follow:

Mr. Henkle presented additional claims of the members of
the General Assembly of the year 1861;

Which was read and referred to the Committee on Finance.
Mr. Stephenson moved a call of the Senate,

The Sergeant-at-Arms was sent to inform the absent Sena-
tors that their attendance was required in the Senate Cham-
ber.

On motion of Mr. Tome,
Further proceedings under the call were dispensed with.

Mr. Kimmel moved a suspension of the rules to take up the
bill entitled, "an Act to repeal an Act passed at the Janu-
ary Session of the General Assembly, in the year 1867, enti-
