CUMBERLAND, MD., November 15, 1866.

Dr. Charles H. Ohr :
SIR:—I hereby notify you that I intend to contest your
seat in the Senate of Maryland, before that body when it
next meets in session. I will do so on the evidence I have
collected, which satisfies me that you were not fairly or le-
gally elected Senator at the election held in Allegany county,
on the 6th day of November, inst.; upon the ground that
the Judges of the election in many of the election Dis-
tricts, refused to receive the ballots of a large number of
registered and legal voters, who tendered their ballots to
the said Judges, upon which ballots so tendered and re-
jected, my name was printed for Senator. And upon the
ground that armed men were at the polls conspiring with the
Judges and acting under the counsel of yourself, threatening
force and violence, with intent to overawe and hinder the
election, thereby preventing a large number of duly registered
and qualified voters from casting their ballots for myself for
Senator.
And upon the ground that the Judges of the election,
through inadvertance or otherwise miscounted the ballots and
made erroneous returns of the number of the votes cast for
you and myself respectively. And upon the further ground
that the Judges of the election conducted the same on, a
theory which was in violation of the Constitution and laws of
this State.
