396 JOURNAL OF PROCEEDINGS [Feb. 7, Resolved, That the House of Delegates of Maryland, con- gratulate Mr. Blessing upon his success, and tender him a vote of thanks for the signal manner in which he triumphed over such fearful odds, and for the true .patriotism and cool courage displayed 'by him on that ever memorable occasion; Resolved, That Ishmael Day, of Baltimore county, for de- fending Ills country's flag, and George Blessing, of Frederick county, the hero of Highlands, for protecting his family and property, against the armed traitors of Jubal Early, merit the approbation of all truly patriotic men; Resolved, That the Chief Clerk of this House send a copy of these resolutions to each of the above named patriots. UPTON BUHRMAN, .WM. H. HOFFMAN, MOSES SHAW. The report was accepted; And the resolutions adopted. Mr. Jones, from the committee on Corporations, reported favorably a bill entitled, an Act to incorporate the Union Soldiers' Home of Maryland; Which was read the second time. On motion of Mr. Cronise, The rules were suspended; And the bill, by special order; Read the third time and passed by yeas and nays as fol- low:
