The order was then rejected.
Mr. McNeal submitted the following order:
WHEREAS, The establishment of a State Library in this city,
was intended for the use and benefit of the Executive,
Members of the General Assembly, and the Judges of the
Appeal court, and
WHEREAS, Certain privileges have for some years been accor-
ded to citizens of the town in the use of books, which have
resulted much to the injury of said books therefore, '
Ordered, That the Librarian be and he is hereby directed
to confine the circulation and use of all the books under his
charge, to the objects for which the Library was instituted
and none ethers.
On motion of Mr. Earle,
It was referred to the committee on the Library.
On motion of Mr. Clarke,
Leave was granted the committee on Judicial Proceedings,
to report a bill entitled, an Act to repeal the 26 section of
article four of the Code of Public Local Laws entitled, 'Tobac-
co, and to re-enact the same with amendments,
On motion of Mr. Clarke,
Leave was granted. Messrs. Clarke, Turner and Tome, to
report a bill entitled, an Act authorizing the Orphans courts
in the several counties who had charge of the Free School
fund, to pay out of any funds in their hands to the Registers
of Wills, or late Registers of Wills under the Constitution of
1851, for their services a reasonable compensation in procur-
ing and keeping the school fund from 1851 to the present
time.
