Also, unfavorably, upon the petition of William T. Golds-
borough and 210 other citizens of Dorchester county;
Also, unfavorably, upon the petitions of 105 citizens of
Worcester county; Samuel H. Birkhead and '90 others, of
Harford county; 20 voters of Potato Neck district, in Somer-
set county; James Merrick and others, of Queen Anne's coun-
ty; A. Barwick and others, of Queen Anno county; and
57 voters of Worcester county, all praying the repeal
of the same law;
The committee also report unfavorably upon the petition of
J. Hopkins Tarr, of Worcester county, praying for the resto-
ration of the elective franchise; and
Also, unfavorably, upon the petition of John Nichols and
others, of Caroline county, asking the restoration of James
S. Rickard to the right of citizenship.
Upon consideration of the petition of certain citizens of
Cecil county, asking the restoration to citizenship of George
"W. B. Taylor, of Cecil county, and also upon the petition of
Benjamin J. Shermantine, of St. Mary's county, the committ-
tee report favorably, and herewith introduce a bill entitled,
an Act to enfranchise the said George W. B. Taylor and B.
J. Shermantine.
The petitions of citizens of Baltimore county, of John H.
Longnecker and others, of Baltimore county, and the petition
of citizens of Allegany county, all against any repeal or mo-
dification of the registry law, were accepted by the committee
an I respectfully returned to the House;
Which Reports were acepted.
Also, favorably, a bill entitled, an Act to restore Benjamin
J. Shermantine, of St. Mary's county, and George W. B.
Taylor, of Cecil county, to elective franchise and full rights
of citizenship;
Which was read the first time.
Mr. Poteet, from the committee on Claims, reported favor-
ably a bill entitled, an Act to appropriate a sum of money
to pay Alexander B. Hagner, attorney for Thomas H. Phipps;
George Williams and Robert Ford, costs recovered in court
of Appeals against the State;
Which was read the first time.
Mr. Miller, of Anne Arundel county, from a minority of
the committee on the Judiciary, reported favorably a bill
entitled, an Act to restore the full rights of citizenship to
