Which was read the first time
Mr. McCauley submitted the following
JOINT RESOLUTION:
By the Senate and House of Delegates of the State of Mary-
land. be it resolved, That Alexander M. Rogers of Baltimore city
be and hereby is appointed Commissioner to draft General
Laws providing for all the cases enumerated in the thirty-
second section of the third article of the Constitution .of this
State, and for all other cases where a general law can be made
applicable in accordance with the intent and meaning of the
said section; and that said Commissioner shall report the
same to the next General Assembly, and receive for such ser-
vice not less than Fifteen hundred nor more than twenty-five
hundred dollars.
Which was read the first time.
On motion of Mr. Hodson,
Leave was granted the committee on Claims to report a bill
to refund to Josias S. Simmons, late Collector of State taxes
in Dorchester county, for the year of 1863, the sum of forty-
seven dollars and ninety-one cents overpaid to the Comptrol-
ler of the State of Mary land.
On motion of Mr. Harris,
Leave was granted the committee on Colored Population to
report a bill to repeal all laws discriminating between the
Negro and White inhabitant of this State.
On motion of Mr. King,
Leave was granted the Baltimore county delegation to re-
port a bill to repeal section seven of the Code of General Laws
entitled "Costs" and re-enact the same.
On motion of Mr. Norris,
Ordered, That this House so construe the 26th section of
the third article of the Constitution, that no Bill can. be re-
ported to this House after this day.
On motion of Mr. Miller, of Anne Arundel,
