On motion of Mr. Smith of Allegany,
Leave was granted the committee on Ways and Means, to
report a bill to increase the per diem of the witnesses in Courts
of Justice and Orphans Courts of the respective counties of
the State.
On motion of Mr. Mules,
Leave was granted the Baltimore city delegation to report
a bill empowering the Mayor and City Council to abate
nuisances in the city of Baltimore.
On motion of Mr. Chew,
Leave was granted the Prince George's county delegation
to introduce an Act to provide for the rebuilding of the County
Jail in Prince George's county.
Mr. Pilkington submitted the following Resolutions:
WHEREAS, Henry T. C. Tarr hag, since the last Session, re-
signed his seat as a member of the House, and as, in the
opinion of his colleagues of the Baltimore city delegation, an
expression of appreciation of his earnest labors while acting
with them in the capacity of Legislator would not only be
gratifying to himself, but a pure act of justice on the part of
the House of Delegates, Therefore—
Be it Resolved, That the House of Delegates, during his
membership, recognized in Henry T. C. Tarr a man of ear-
nest, honest integrity, uniformly urbane and polite in his
deportment, and strictly conscientious in the discharge of his
legislative duties, and therefore they can but regret the cause
that impelled his resignation. <*
Resolved, That as a token of esteem for Mr. Tarr as a gen-
tleman, and of appreciation of his services as a member of
this House, a copy of these Resolutions be communicated to
him by the Clerk of this House.
